Cornell and Wilna Wagenaar spent about 12 years in the South African Defence Force. In 1990 Cornell joined Woodbridge Island, then the largest Sectional Title development in the south hemisphere as General Manager. It was here that he refined his management & sectional title skills under John Wilkinson and the late Neville Mowatt.. In 1997 Cornell and Wilna started a part time Sectional Title company called Controlling Body Services. They grew the company to 16 clients and then Cornell resigned from Woodbridge Island to work full time in their new company. Within a year they had 55 clients with about 3500 units.

Peter Golding of Pam Golding Properties and Cornell started discussions and Golding Commercial purchased Controlling Body Services and Cornell was made the MD for Cape Town and Johannesburg. After two years the vision of Pam Golding Sectional Title Management changed and Cornell was given the opportunity to purchase back 50% of the company and formed Topnotch Properties.

We have since grown our company to about 150 development clients and opened a Rental & Sales department. We also have a maintenance company called Qual Prop servicing our corporate & private clients.

Our Vision for the next 10 years is to become the BEST Sectional Title management company in Cape Town.

• Cornell Wagenaar is a registered Estate Agent with the Estate Agents Affair Board (EAAB) Certified Estate Agent (CEA) and holds a Fidelity fund Certificate (FFC)
• Cornell Wagenaar is also a member of Institute of Estate Agents (IEASA), National Association of Managing Agents (NAMA) & is also a committee member of NAMA
• Cornell and Wilna Wagenaar have both successfully completed Tertius Maree’s Sectional Title Management course
• Cornell and Wilna Wagenaar both enrolled in the new NQF 5 course via the IEASA with completing the NQF5 diploma in record time.
• Topnotch is also a member of Cape Chambers of Commerce
• Topnotch is also a member and holds PIMA (Professional Insurance for Managing Agents)
